Add mobile-only story upload flow

• Introduced /work?mobile=1 route for mobile-specific story creation

• Added work-mobile.html with simplified form (image, title, summary, menu, public)

• Removed TinyMCE and content editing from mobile flow

• Defaulted content field to '.' to satisfy validation

• Disabled Edit Story on mobile via CSS to prevent unsupported edits

• Added backend routing logic to select mobile vs desktop template

• Ensured existing /work and /work/{id} behavior remains unchanged

Update work editor handling for mobile

• Disable TinyMCE on mobile devices in work.php

• Remove obsolete work-mobile.html file
